Experimental welcome-package iteration.

- Added configurable welcome whisper source and message fields on the Welcome Package tab.
- Added a manual welcome-whisper send path that works even when automated welcome packages are disabled.
- Added a welcome-message chain action that uses the configured whisper source/message after earlier actions confirm.
- Added `chat.whispers` RabbitMQ publish support using the live-tested player-sourced whisper shape.
